This Project provides all necessary associated electric substation equipment and local SCADA system wiring, hardware, software, programming, and interface equipment for a complete, functional transmission and distribution substation. Furthermore, this Project provides options to allow connection to and interface with a future base-wide, remote, SCADA system.

This Project extends existing MV (medium voltage) aerial transmission lines and existing, MV underground distribution circuits to the new outdoor substation and provides all connections necessary to serve existing circuits. Additionally, the Project provides new underground manhole structures that tie new distribution feeders to the existing underground ductbank system, reusing the 13.2kV distribution circuit including replacing an existing pole-mounted transformer with new pad- mounted transformer, and provided new MV feeder conductors from the new substation to existing aerial pole-lines.

This Project provided a modern design for a transmission and distribution substation that focuses upon providing, as principal considerations, capabilities to facilitate ease of operation as well as to allow routine, periodic preventative maintenance while minimizing circuit outages. The design required that major and critical, equipment be capable of isolation and removal from service and the affected equipment be capable of being bypassed to minimize outage time of facilities and missions served by such equipment.

The access road to the substation was upgraded to ensure the safe ingress/egress of a tractor trailer and a 20-ton Crane that was required to deliver and place the larger electrical equipment. Once the crane operations were completed, the subbase was regraded and recompacted, then the road base and surface course were applied. The pavement section is 6” thick – 3000 psi concrete over 8” stabilized subgrade.
